Firstline Technologies

Kevin Flood is a retired DEA Special Agent with extensive domestic and international experience investigating clandestine laboratories, synthetic drug trafficking, pharmaceutical diversion, and opioid enforcement. Domestically, he investigated over 300 methamphetamine laboratories in Arizona during the 1990s and early 2000s. He also supervised a DEA Tactical Diversion Squad in Tucson, overseeing investigations into pharmaceutical and precursor chemical diversion, and led a HIDTA group in the Southwest Border region, focusing on fentanyl smuggling and opioid trafficking. Internationally, while assigned to the Netherlands, he worked closely with the Dutch National Police Synthetic Drug Unit in Helmond, sharing intelligence on precursor chemical shipments, including PMK and ephedrine from China, often routed through the Port of Rotterdam for MDMA production in Europe or diversion to Mexico. These combined experiences provide him with a unique global perspective on synthetic drug production, diversion, trafficking, fentanyl enforcement, and clandestine laboratory safety.

Title of Presentation/Workshop
Responding to Chemical and Biological Contamination Environments

Presentation/Workshop Summary
This presentation for the American Bio Recovery Association examines chemical and biological contamination environments encountered in bio-recovery operations. It highlights how the ANSI/IICRC S900–2025 Standard for Professional Remediation of Hazardous Materials provides a structured framework for hazard assessment, risk management, contamination control, decontamination, worker protection, and documentation when responding to diverse chem-bio threats.
